This bill would require “that appropriated funds may not be used to pay for any salaries or expenses of any task force, council, or similar office which is established by or at the direction of the President and headed by an individual who has been inappropriately appointed to such position (on other than an interim basis), without the advice and consent of the Senate.”
The crux of it is that a President can no longer appoint “Czars” without the advice and consent of the Senate as provided for in Article II, Section 2 of the US Constitution. If a President chooses to do so anyway, then federal monies cannot be used for their salaries or expenses.
This should have never been an option for Presidents regardless of party. The Constitution is quite clear on this issue and any other mechanizations is clearly unconstitutional and should be dealt with appropriately. The complacency of Congress in this issue of the past several decades has allowed this practice to get out of control as is seen today with the 26 or so (all radical leftists that do not represent the general beliefs and principles of the American people) Czars under the current administration. The only good thing that has come from this is the showing of the true colors and ideological leanings of Obama and his cronies.
